Skeleton Spawners in nether

First - I did search and found nothing. Not sure if this is intended or a bug.

When in the nether with a skeleton spawner, is only spawns regular skeletons, previous versions spawned in wither skeletons as well. Is this a bug or was this fixed and intended for 1.11+
