seeds, pumpkins, and others don't grow and plowed dirt won't hydrate

Hello,
I wanted to make a carrots farm after having made it in a creative world but when i plowed the ground i noticed that it wasn't hydrating the plowed dirt like it normaly should.
I then started to check with other little farm i made in the past in the same world and i noticed that everything was broken, my pumpkin wasn't growing anymore, my wheat farm neither.

I can't tell you how to reproduce this bug because i don't even know how this happened.
