Skin folder not regenerating

My minecraft skin folder, in assests somehow won't regenerate, It regenerates for 1.8 and I think all versions UNDER that. It does not regenerate for 1.9 + and I think that is the problem with skins being steve and alex. If you have a fix for it not regenerating please comment!

(I have tried MANY solutions to my problem: Re-installing, closing minecraft and clearing my skin folder then starting it back up, relogging in my launcher, changing my launcher name, and some other things.)
