Experience bar is full but will not level up.

I was trying to level up to do some enchanting just after updating. My experience bar was full and even though I kept picking up more experience it would not level me up. I finally turned off the game after restarting a couple of times, gave it about a half an hour and then reopened, opened to LAN to allow cheats, switched to creative mode and tried the bottle o'enchanting to see if that would make any difference. It finally let me level up. I switched back to survival mode and tried leveling up again and it worked.
