MC-10997

Powered dispensers and droppers update when normal chest is opened or closed within 2 blocks.

Normal chests are causing redstone updates to dispensers and droppers in the same fashion as trapped chests which also appears to be the underlying cause of the bug described in ~~MC-10174~~.
