Powered Blocks Don't Update Observers

If you try to use a powered block to update an observer, the observer doesn't do anything.

Steps to reproduce
1.Place a solid block
2.Place an observer in the opposite direction from the block
3.Place an output infront of the observer
4.Watch the observer not work
