comparators when facing into a block do not update redstone around the powered block

when a redstone comparator faces into a block and is powered, it does not update redstone components that would normally receive power.

1.face a unpowered comparator into a solid block.

2.place any redstone component around the solid block (torches, pistons, repeaters)

3.power the comparator and notice the components are not updated
