observer block bug

I am having 2 problems with the observer block,

#1.
I have an observer directly powering a dropper, that is BUD powered. it occasionally activates when i activate the observer, but usually never activates.

#2
I have 2 tiled observer towers activating a piston at the bottom, and 2 redstone torches placed on the wall so they are hanging over the observer input section. If you power one of the torches the bottom 2 adjacent pistons activate one on a shorter pulse. So somehow a piston is BUD powered which currently observers are unable to BUD power.
