Portal in the end is at Y=64. Placing 4 crystals does not respawn the dragon

Placing the 4 crystal on the end portal rim does not respawn the dragon.

Read description of how to push the rim down by 1 level using water and using two crystals. This did not work either. It was mentioned the portal should be at level 60. Mine is at level 64
