jump boost 128 changes it's behavior after relogging

After giving myself jump boost 128, it's not possible to jump. But after relogging the jump boost behaves like it's at level 1

To reproduce:
Use the command: /effect @a minecraft:jump_boost 30 128
Try to jump (you can't)
Then save and exit, then load the same world again
Try to jump now (you can)
