Redstone Torch does not update when block is powered

Redstone Torches no longer update when the block they are on is powered/unpowered using a repeater. It remains in the power state that was valid when they were placed. They will correctly update from redstone dust on top of the block.

Redstone Dust still properly updates from a powered block.
