Fangs cannot be summoned on transparent blocks

Fangs cannot be summoned on transparent blocks.

When transparent blocks height = 1 block, not spawned fangs.
When transparent blocks height < 1 block, spawned fangs in below the transparent blocks.

This makes evoker almost cannot attacks when player on a transparent blocks.
