the observer block is not working

I make a 3 by 3 square with a hole in the middle, next I place 3 Redstone on a side then another one parallel to each other, I fill the remaining space with observer blocks each pointing a difference way towards the Redstone then I quickly power then unpowered one side of the Redstone but it does not make a Restone clock.
