NoAI mobs have no gravity

I spawned a zombie with this command:
/summon Zombie ~ ~ ~

{NoAI:1}

and the zombie floated in the air, like NoGravity was set to 1.

Next, I tried /summon Zombie ~ ~ ~

{NoAI:1, NoGravity:0}

, and
the zombie still floated in the air.
