Shulker spawn egg spawns shulker inside block if block is not 1 block high (slabs, path blocks...)

The bug

Right clicking with a shulker spawn egg on the top of a block which is not 1 block heigh places the shulker inside the block.

How to reproduce

1. Use the following spawn egg on the top of a slab

   /give @p spawn_egg 1 0 {EntityTag:{id:"minecraft:shulker",NoAI:1b}}
