Shulker Boxes always dispensed vertically

After experimenting trying to design I device utilizing the new shulker box, I quickly discovered that no matter where and or how you dispense a box out of a dispenser it will always be vertical (as shown in the photo). Even if there is air underneath it. Shouldn't it be that only if there is a full block under where it's getting dispensed it'll be vertical, otherwise it will be attached to the side on the dispenser as you can do by manually placing it?
