Server-side resource packs do not update if download link stays same when updated

Server Resource Packs do not update if Resource Pack download link is not changed and server is not restarted.

EDIT: Temporary workaround is to delete the appropriate file in your server-resourcepacks folder, but this is very inconvenient for any regular players
