Can not log in or connect to anything

So i can not login to my minecraft account and the message is:
Sorry, we can not connect to our servers Please make sure that minecraft is not blocked and you are online. (Socket Exception:Connect)
Even when i am able to access my account the launcher says play offline and when you click it i cant connect to anything.
