Villagers not breeding/not farming

So, for some odd reason my villagers in a farm won't breed and occasionally won't even farm. Even though they definitly have an empty inventory due to me spawning them or using a weakness potion and golden apple on a zombie villager. (Using the ImpulseSV Design for reference) Sometimes they don't farm, and when they do they don't breed. I've heard some friends having trouble with villager breeding in minecraft 1.10.2 too.
