dreagon head bugs

after playing around i noticed greagon heads are a bit buggy
placing them will play no sound and breaking them will give soulsand particles

btw by stacking a block on top of a fence will play no sound as well
im not sure if those bugs are fixed in 1.10.3 becuse there is no 1.10.3 for me?
is it released for netherland later or...
