Can't Put Signs, Banners, or Door on tall grass

Title says it all You can't really put down Signs Banners and Doors on tall grass unless its a full block. Which makes Building Difficult so this happens every time when you can't place it unless using Setblock command works though. Not really sure it is a bug or it can't put it down.
