Can't use leads on villagers

Is it intended that we cannot use leads on villagers, or just a consequence of the overloading of the right-click action? Previously we had MC-14841 "Can't Use name tags and Leads on Villagers", which was closed as a duplicate of MC-14525 "name tag item doesn't work on entities with right click ability". MC-14525 was fixed in 16w33a, so nametags now work on villagers.

But leads still do not work, right-click opens the trading UI. The comment by Tails "Villagers aren't animals and cannot be led" on MC-14841 suggests it's intended, but I hope it can be confirmed.
