Blocks not placing after using 1-9 keys to move items in inventory

I found that after moving a blocks from one slot on my hotbar, to another slot using the 1-9 number keys, it was unable to be placed. It flickered for a tick or two, then disappeared immediately. These are the only circumstances in which I have found this to happen so far.
