Newly generated Villagers have Incorrect Tier 1 trades

Some newly generated Villagers have the wrong Tier 1 trades. The Armorers and Butcher I found will open new trades appropriate for the Profession, but could not get the two Librarians buying string to open any new trades. It's sporadic with maybe a couple per village and I did find one village with none.
