Resources Packs Don't Work

Problem is simple. Load up a resource pack (with resource pack format 3) in 16w32a and observe that it works perfectly fine. Now, without changing anything, restart the game into 16w32b and observe that it no longer works. For some reason, Minecraft isn't making an attempt to even read the files from the resource pack.
