Hoppers not picking up items from water stream on edge of soil

When moving items with water on top of soil to the edge of a hopper they don't pickup the items, like they normally should.

No matter what items or what orientation, it all seems to be the same.

Sometimes a couple of items are picked up, around 2-5 items, but then it stops working.

I can't be alone on this, there must be others who notice this problem as well? But I can't find any similar issues when searching.
