Fancy Fog not working on AMD/Intel GPUs

Fancy Fog only works on Nvidia gpus due to it using a function available only on NVIDIA drivers. There are community based solutions for this, but these require the user to run shaders using Optifine, so I would rather have this as an official feature of the game
