villages.dat does not update

When creating a new village and not one that has been generated, after saving and exiting the game the villages.dat file no longer updates. I can't create or destroy villages. Attached are the villages.dat and the villages_end.dat to show that the former has not had an update in almost 2 hours. I have tried to delete and recreate villages and can't get it to update. If I delete the file the game will create a new file where all created villages have merged then quit working once again.
