Light level of 0 on farmland

Light level of 0 on farmland

When I made a farmland block and used adequate light source like the sun or torches I expected the light value to be at least 14.

Instead of getting at least 14 light I am getting 0 light on farmland blocks even when outside, and I have tried many combinations. Every one of my tests ended with the farmland block having 0 light.

I know I'm supposed to put steps but it's pretty straightforward. I put down dirt, make it farmland, and it is at 0 light in any condition.
