Breaking Block Muted, Other Sounds Work

When mining a block, there is no mining sound or breaking sound. I am still able to hear other sounds like mobs, walking, picking up items, weather, water, etc. but am unable to hear the block mining and breaking noise.

All sound levels are at 100%
