Enchanting fishing rod in enchanting table sometimes wastes levels and lapis lazuli

When you want to enchant fishing rod in enchanting table, sometimes 'tooltips' for enchantments doesn't show when you hover mouse cursor under enchantments, and if you try to enchant with it, lapis and level disappears... Look at screenshots
