Water doesn't flow in cold areas

Water Stops to flow in cold biomes- unfreezed ice
Creative Mode, Building A village and using cmdblocks, and farm dried out because of cold biomes. Broken ice after water Causes the water not to flow
(ice breaks but water behind it doesn't flow)
