Cannot craft sticks from birch planks

Crafting receipe "sticks from birch plangs" does not work in 13w09b.
It worked in 13w09a with birch planks.
It works in 13w09b with oak planks.

Tried the following variants (all do not work):

• survival: crafting from inventory
• survival: crafting table
• creative: crafting table
