Unable to Brew Potions

Recently updated to 1.10.2. Issue did not exist prior to the update, as with the previous issue I mentioned.

I expected to be able to brew a potion when I added an ingredient, say netherwart, to a bottle of water.

Instead nothing happens. The ingredients stay the same. The bottle of water remains a bottle of water.

I have tested the issue and also found that it remains true across all potions and bases (I had some potions that had not been given secondary/tertiary ingredients (incomplete) before I updated which I used to experiment.)

To deal with this problem I have tried 1.) removing and reinstalling minecraft 2.) updating java 3.) running the game on my other computer. The problem persists.
