Unable to Change Boat Direction

Recently updated to 1.10.2. Issue did not exist prior to the update.

I expected to be able to turn my boat when in the water using either a.) my mouse or b.) my arrow keys.

Instead the boat continued to go straight whenever I pressed any directional/movement key (including backwards).

To deal with this problem I have tried 1.) removing and reinstalling minecraft 2.) updating java 3.) running the game on my other computer. The problem persists.
