Fire on entities isn't visible when looking downward

The Bug:

Fire on entities isn't visible when looking downward.

Steps to Reproduce:

1. Summon an iron golem that's on fire by using the command provided below.

   /summon minecraft:iron_golem ~ ~ ~ {NoAI:1b,Fire:999}

2. Fly above the iron golem, look directly down, and observe if the fire is visible.

Observed Behavior:

Fire on entities isn't visible.

Expected Behavior:

Fire on entities would be visible.
