Villager Blacksmith Generates In a Village But There Is no Blacksmith Shop/House 1.10 Full Release

I was searching around on my New Minecraft 1.10 Server with my friend and we came across a village. The village had normal houses and stuff but it had an Armour, Tool and Weapon Smith but no Blacksmith hut/shop/house. I come on the next day continue exploring and find ANOTHER Village with Armour, Tool and Weapon Smith but no Blacksmith Shop/Hut.
