Monsters staying in world from switching easy to peaceful

What I expected to happen was
The Monsters would despawn after switching to Peaceful

What actually happened was
The Monsters were still there (Except for the zombies, it became day)

Steps to Reproduce
1.Make a world on easy
2.Have some monsters nearby
3.Switch to peaceful
