Polar bears sometimes can't pathfind up mountains

The bug

Sometimes polar bears have a difficult time pathfinding up to the player.

How to reproduce

Summon a polar bear
Walk up a hill
→ Polar bear will try to get up but get stuck

Reproducible terrain: 20w28a
