Enchantment seed is not random for new players

Players' enchantment seeds are not random when joining a world, and it is only randomized after the first item is enchanted.

I created three worlds in creative mode, placed an enchanting table and 15 bookshelves, and enchanted an iron axe with a level 30 enchant. Each time, I got Efficiency II Unbreaking II.
