Cant destroy item frames nor place items into item frame

I placed an ite frame, but then found I could not insert an item into the frame. I then found that I could not destroy the item frame. O placed a block in front of it in the hop to destroy it and it simply sunk into the block only to appear once the block was removed.

Everything was working fine until I upgraded to Minecraft 1.10. All plugins were good, no issues.
