Unable to /summon new mobs

The new mobs (except for Polar Bear) are unable to be spawned any way but naturally. This includes spawn eggs, and /summon. I am aware that spawn eggs were removed intentionally, however, I am unsure as to why the /summon command would not contain these new mobs.
