The speed effect does not go away

What I expected to happen was...:
Speed effect would stop after 60 seconds.

What actually happened was...:
I gave myself the max speed effect and after the time ran out I still had the speed effect but it did not show up in my inventory. I could not remove it with a milk bucket.

Steps to Reproduce:
1. /effect 1 60 212
2. wait for effect time to run out
