/clear in a Repeat Command Block does not execute conditional command blocks on success

I was making a map and I used this command in a repeat command block:
/clear @p[r=5] planks 0 1
however outside the video, other commands produce the same result. Yes I was holding planks! The conditional command blocks linked to it did not run.
