can't place commandblocks even with a "CanPlaceOn" tag

can't place the commandblock in gamemode 0 or 2
/give @p minecraft:command_block 1 0

{CanPlaceOn:["minecraft:grass"]}

(the command works with other blocks)

+not a bug but you should be able to use the CanPlaceOn tag so you can place it on any block
