When A Chunk De-Renders And Re-renders With Leads, They De-Render

When walking away from a chunk that has leads in it, the chunk stops rendering. When the chunk renders again, the leads de-renders

Steps to reproduce:

1. Put a lead on an NPC and a fence post
2. Walk/fly away from the chunk to stop rendering it
3. Walk/fly back to the fence post with lead

Results:
Leads stop rendering

Expected Results:
Leads do not stop rendering
