cats and horses are broken

when i try to tame an ocelot with fish (Yes i have done this before many times) it just acts like i only fed it and i cant feed it again for a little while after, the same applies with cats spawn from the new eggs

as for horses, not all of them are broken just skeleton and zombie horses, i cant mount them anymore thus i cant tame them anymore. i used to be able to so i know it should be possible but it doesn't work anymore.
