CTRL+Pick Block does not carry Conditional Tag

If you CTRL (or command on mac) + pick block (default is middle mouse) a command block with the "Conditional" tag active, then place down the block, it will not carry that tag. It does work when the "Always Active" tag is active. I believe the issue is that there is no NBT tag for conditional so there's no info to carry, please add a conditional NBT tag in 1.9.5+.
