Powered NBT tag doesn't work on structure blocks

Running lets say '/blockdata 192 68 23

{powered:1b}

' on a structure block doesn't activate it, while using a redstone block still works. If you cause an update to the block after you run the above command, it will then set it back to 'powered:0'
