Title screen resize graphics glitch/crash/freeze

Resizing the game on the start screen as demonstrated in the video will produce a glitched background (see attached screenshots).

For some people resizing the game in this manner will freeze the whole computer and/or crash the game. Additional information can be found in the comments.
